The findings reveal that the R&D expense super deduction tax base preferential approach can stimulate enterprise investment in R&D activities. Nevertheless, its impact on innovation output activities, such as technology introduction, is not statistically significant. The estimations conducted in this study reveal heterogeneous effects of existing tax incentives on corporate innovation activities. One potential explanation for this disparity is that the “one-size-fits-all” 15% preferential tax rate is exclusively applicable to individual key development industries. Once identified as “high-tech,” enterprises merely need to fulfill the pre-examination requirements to continue benefiting from the preferential tax rate, thus undermining the policy’s effectiveness.
